The House of Representatives has ordered an investigation into the $460 million Abuja CCTV project, awarded to Chinese telecoms giant ZTE Corporation, which remains non-functional despite Nigeria servicing the loan that financed it. The probe follows a motion by Hon. Amobi Ogah (LP, Abia), who described the situation as a “lose-lose nightmare,” citing Abuja’s persistent insecurity despite the project’s intent to enhance surveillance.
The CCTV system, initiated in 2010 under the National Public Security Communications System (NPSCS), was funded by a $460 million soft loan from China Exim Bank, with a 10-year grace period. Lawmakers lamented the project’s failure, noting that most cameras are non-operational and poorly maintained.
The House resolved to establish a 21-member ad hoc committee, chaired by Donald Ojogo (APC, Ondo), to investigate the loan’s utilisation, recover funds where necessary, and ensure accountability.
