Ghana and UAE Sign $1 Billion Agreement to Build Africa’s Largest AI Hub

Ghana and the United Arab Emirates (UAE) have signed a $1 billion strategic investment agreement to create Africa’s largest integrated innovation and artificial intelligence (AI) hub. The project, which is part of a broader bilateral partnership, aims to expand Ghana’s digital capacity and cater to both regional and global markets. The hub will be built in Ningo–Prampram, Greater Accra Region, with construction slated to begin in 2026. Under the agreement, Ghana will provide the land and policy framework, while the UAE will finance and manage the development through its Ports, Customs and Free Zone Corporation.

The investment will focus heavily on AI and advanced computing infrastructure, with $400 million allocated for AI projects, including a $180 million AI Compute Hub. Additional investments will target digital infrastructure such as 5G networks, hyperscale data centres, and renewable energy systems. Furthermore, $250 million will be set aside for talent development, innovation, and startup growth, with plans to attract and scale AI startups by 2030.

This initiative aligns with Ghana’s ambitions to become a regional digital hub, while the UAE seeks to expand its global technology footprint. The project is expected to create jobs, support skills development, and foster collaboration between multinational tech companies and local enterprises. The hub will also offer a wide range of services, including applied research, business outsourcing, and AI-driven operations.
