Africa’s Biggest Infrastructure Financing Summit to Hold in Luanda this October

The African Union Development Agency (AUDA-NEPAD), the African Union Commission (AUC), and the Government of Angola will host the 2025 Luanda Infrastructure Financing Summit from October 28 to 31. The summit will bring together African governments, development partners, global investors, and private sector players to unlock funding for critical infrastructure across transport, energy, water, and digital networks. Building on the momentum of previous gatherings like the 2023 Dakar Summit, this edition aims to advance the goals of Agenda 2063 through the Programme for Infrastructure Development in Africa (PIDA).

The event comes at a time when Africa faces an annual infrastructure financing gap of over $100 billion, with an estimated $1.3 trillion needed by 2040 to implement the Continental Power Systems Master Plan. PIDA alone requires $16 billion each year. The summit will serve as a platform to connect these infrastructure needs to global capital, including climate finance, philanthropic funds, and Africa’s own $70 billion in pension and sovereign wealth resources.

Through curated investment pitch sessions and deal rooms, the summit will target capital mobilisation for priority projects like the Lobito Corridor, LAPSSET, and the Dakar–Bamako–Djibouti route. It will also promote strategies to expand energy access for more than 600 million Africans, strengthen digital infrastructure under AfCFTA, and boost regional industrialisation. Water infrastructure and climate resilience, especially around transboundary water resources, will also be a key focus, alongside innovative financing tools such as public-private partnerships, project bonds, and blended finance.

With Angola’s President João Lourenço placing infrastructure at the centre of Africa’s development drive, and South Africa currently chairing the G20, the Luanda Summit is expected to elevate Africa’s voice in shaping global policy on sustainable infrastructure investment.
